Rokugani society is based on a hierarchical clan structure, with the Imperial House ruling over seven Great Clans, who subsequently rule over dozens of Minor Clans, each with their own specialities, customs, duties and specific roles within the Empire. [1]

Minor Clans that lack the political power and prestige of the Great Clans but hold a place in the Empire's social order. They may be formed by declaration of the Imperial Court, or as a result of disputes within another clan. Minor Clans should not be overlooked, for although they often have only one family or school, they are specialist in that particular field. [1:2]
The Yobanjin are not truly clans, but loose tribes of barbarians who live north of Rokugan in the Great Wall of the North mountains.
